Mark Spicer Jr., accused of killing Capt. Vincent Liberto in September, has pleaded not guilty to the charges he faces. Spicer, of Covington, was charged with first-degree murder of a police officer, attempted first-degree murder of a police officer, aggravated flight, and more. Spicer is being held without bond. The incident started as a traffic stop when Spicer refused to stop and a pursuit ensued along U.S. 190 in Mandeville. During the pursuit, Spicer’s vehicle crashed into the ditch along the U.S. 190 southbound off ramp to Louisiana Highway 22. Investigators said that is when Spicer started shooting, killing Liberto and injuring a second officer, Benjamin Cato.
